The Chamber of Mines of the Philippines (COMP) is the country's leading organization of large-scale mining companies, mineral processing firms, and mining service providers, including some of the industry's oldest and most established players.
Since its founding, the Chamber has played a defining role in shaping the country's mining policy landscape. It was instrumental in the passage of the Philippine Mining Act of 1995, working closely with the DENR and MGB to craft legislation that established the framework for responsible mineral development, and later played a pivotal role in defending the law's constitutionality before the Supreme Court. More recently, the Chamber worked closely with Congress and the DOF to help develop the tax and fiscal architecture that became the country's new mining fiscal regime law, contributing industry expertise to ensure the framework would be competitive, transparent, and predictable enough to attract the scale of capital the sector requires.
The Chamber remains an active partner in translating that framework into practice, and is similarly engaged with the ARTA in streamlining mining permit processes, working to close the gap between sound policy on paper and a genuinely investable experience on the ground for project proponents.
For decades, the Chamber has worked closely with government, industry, development partners, academe, and civil society to promote responsible minerals development. This sustained engagement across sectors finds its clearest expression in the Chamber's flagship event, the MINING PHILIPPINES International Conference and Exhibition.
